Update: While this model resolution needed to be passed well before the March 12, 2026 end of legislative session deadline, the core tenets are still relevant. Two of the bills passed in ’26: Banning Law Enforcement from Wearing Masks (SB 5855 / HB 2173) and Immigrant Workers Protection Act (HB 2105). One bill never made it out of committee, so could be reintroduced in 2027: Protect Student Financial Aid Privacy (HB 2132)
This model resolution meets this moment of attack upon immigrants by asking city councils to take concrete action to protect their residents from ICE, citing actions in other cities as well as amplifying the work of the Washington Immigration Solidarity Network (WAISN), whose 2026-2027 legislative agenda includes legislation to ban the wearing of face-coverings by law enforcement in Washington State.
